Why Cawdor was chosen for road upgrade

The resurfacing of Cawdor is finally nearing completion and residents are asking why was these fairly quiet road chosen for such major reconstruction?  Here's Councillor Martin William's response:

"Cawdor was selected based on a 'Visual Condition Index' (VCI).  This index is an indication of how poor the condition of the road is.  Normally if the VCI is below 45% then the road would need to be reconstructed.  Cawdor Avenue had a VCI of 22%.

The Johannesburg Road Agency appointed a Consultant to visually survey the streets in the City of Johannesburg.  The consultant compiled a comprehensive list of the streets and their associated VCIs.  The top 20 streets with the lowest VCIs were chosen to be reconstructed.  

When the contractor, AECOM, was appointed they were issued this priority list to take these projects forward from detailed design to construction.  Unfortunately the budget only allowed 4-5 roads to be constructed each financial year.  Cawdor Avenue, together with four other streets, are essentially phase two of the priority list.  

All the roads selected were selected based on practical engineering requirements and not for other reasons."
