Precinct Plan

A Precinct Plan is a town planning tool that provides the most detailed level of planning which a resident’s association can undertake. It is used to provide a fairly predictable environment in terms of land use changes that can be expected within a demarcated area. In the precinct plan, residents are afforded an opportunity to provide input in so far as stand size, density, erf coverage and height are concerned for the differing zones in our area. Residents can also seek to delineate where the boundaries of the zones are to be.


Although not cast in stone, it provides residents with a negotiating tool should plans be submitted to council for development. It will be a tool that is used to monitor land use changes in the area and equip residents to decide whether to oppose requests for development as and when they arise. Currently, without a plan in place, it is a “free for all” in terms of development.

The first public meeting to discuss the plan was held on 9 April 2014. Thereafter a proposed precinct plan as prepared by Mr Breda Lombard, a town planner appointed on behalf of the HGC and surrounding areas was published on 17 June 2014 and a further public meeting was held on 7 July 2014 to discuss the plan and explain the rationale for the plan.

Please consider the plan which will be on the HGC website for 30 days and is open for comment. Residents are requested to contact Lombard on breda@global.co.za or 011 327 3310 directly with their comments by no later than 10 August 2014. All comments will then be considered whereafter the plan will then be amended as appropriate in line with the comments received and submitted to Council for approval.
